This city; previously the fourth largest city in America; a hotbed of champions and sports teams … the home of boxing greats, the Philadelphia Eagles in NFL Football, the 76r’s in basketball, the Philadelphia Wings in soccer, the Philadelphia Flyers in hockey, the Phillies in Baseball, The Taney Street Dragons Little League Baseball Team, “Philadelphia World Champions”; with many other good sports teams and fans; a strong and proud city of diverse people, Museums, Art Galleries, Haute Cuisine Restaurants (s) and Fine Culture; home to “The Rocky Statue and Balboa University”. A Philadelphia neighbor from New Jersey; across the river, it is separated by the Mighty Delaware River; crossing Philadelphia, the river ‘Schuylkill’, energetic and implacable, that crosses it; hosting lots of ‘Sculls’, Scullies and other types of boat races … in “Fairmount Park!”

Willice and his relatives fare the same as the average people in and around the city … as do many in the law enforcement community and many public officials in Philadelphia; Willice has paid his fair share many times over. You’ve gone the extra mile a little more than expected, required, or not accepted by many of those you serve. The trials and tribulations associated with the rise of his career and life goals have forced him to enter a war with a beast that no one could have imagined. “Willice Samuel’s family came to North Georgia through Winnsboro, South Carolina. The family settled in Coatesville, Pennsylvania, around April 1911.
Willice’s great-great-grandfather spoke of a lynching and burning at the stake of a black man by a mob of white men wearing masks.
